Rule 29
Not being a potential candidate for promotion
: (1) Notwithstanding anything contained in rule 28, a police officer shall not be a potential candidate for promotion during the following periods:
(a) For suspension during the period of suspension,
(b) During the period in which promotion is withheld,
(c) for the period of suspension of pay increment,
(d) For two years from the date of demotion to a lower post,
(e) For one year from the date of reduction in salary increment or reduction in the initial scale including seniority,
(f) If he has been reprimanded more than three times in the post held, up to one year from the date of the last reprimand,
(g) In the case of reinstated police personnel, up to one year from the date of reinstatement.
(2) Notwithstanding anything contained elsewhere in these regulations, in the case of District Police Group appointed through open competition, for promotion to the post of Police Constable, Deputy Inspector of Police or Deputy Superintendent of Police and in the case of Technical Police Group from Police Constable to Superintendent of Police, for promotion until they complete the mandatory basic training. Can't be a potential candidate.
(3) Notwithstanding anything else written in these regulations, in the case of employees who have changed groups before the commencement of these regulations, they shall not be eligible for promotion for a period of three years from the date of such change of group, and for four years from the date of such change of service in case of change of service by applying on their own. .
(4) Police personnel who have not completed the educational qualifications of the same level as mentioned in the Nepal Health Service Act, 2053 for promotion to the post of the health sub-group under the police technical group, and for promotion to other technical police positions, as mentioned in the Civil Service Act, 2049 There will be no potential candidates for promotion. However, the educational qualifications required for promotion to music, jurisprudence or other technical positions not mentioned in this sub-rule under the Police Technical Group shall be as determined by the Ministry on the recommendation of the Police Head Office.
